The credentials committee oversees and approves the details of each party member's details. It checks and approves the delegates to National and State Conferences. It checks and approves the details of Young Labor credentials and generally handles all disputes about Labor Party membership, particularly as they pertain to pre-selections. In his position as Chairman Joe presided over disputes over the list of eligible voters able to vote in the Maroubra pre-selection which replaced Bob Carr with Michael Daley and several other party matters. Joe, of course, is a highly qualified manager. He had a $200,000 per annum position with the Maritime Services Board. He had 140 Engineering staff under his power at Wollongong City Council. He was a member of the Illawarra Health Service Board from 1986 - 1994. In his capacity as member of the Illawarra Health Service Board he convened the Shoalhaven-Illawarra Drug Summit in 1999.
