Democracy: Whitlam's Forgotten and Forbidden Legacy 1960-1972

(1) All trade union bloc votes at State and Federal conferences abolished.
(2) Nationally uniform rank and file ballots, one vote, one value for all financial members of the ALP, every six years, to elect all major administrative positions within the State and Federal machines. (3) Nationally uniform ballots involving financial members of the ALP in Federal and State electoral divisions, on a one vote one value basis, to elect all delegates and representatives to Federal and State conferences.
(4) Nationally uniform rank and file ballots, one vote, one value for all financial members of the ALP, to elect the Leader and Deputy Leader of the State and Federal Parliamentary parties.
(5) Nationally uniform rank and file ballots, one vote, one value for all financial members of the ALP in the relevant electorate, to elect all local, State and Federal Labor political representatives.
(6) Nationally uniform rank and file ballots, one vote, one value for all financial members of the ALP to elect State Upper House and Federal Senate representatives of the Labor Party.
(7) Members of the ALP with one year's tenure should be able to vote in all of the ballots of the party based on the payment of their party membership dues.
(8) In NSW the n40 rule should be abolished and across all branches of the Australian Labor Party no appointments to State or Federal Parliaments should be made without the conduct of a nationally uniform rank and file ballot involving all financial members of the ALP at the relevant Federal and State electorate levels - one vote, one value.
